Wind Ring help

does anyone know where the heck to find the gravekeeper to get the wind ring i have been stuck for about 2hours and i can't find this ring all i can find is a note that tells me to go find this dude and he is nowhere to be found so if anyone can point me in the right direction then i would really appricate it
