The guide on this site says to keep luring guards and keep one alive until you have killed enough...
I've tried to do this but after a couple of kills when there's one guard left, he starts to run away seeing that I killed the other guards.
Any suggestions on how or what city to do this in?

Make sure you always leave two guards alive and then wander round. Doing it just after an assassination is a good trick as well

I think I accomplished this with the help of some vigilantes... or that might have been Eagle's Flight... either way, use them to your advantage when you can.

I used them as well, makes it a little easier to fight them off if there's only 3-4 attacking you instead of 7-8. I've noticed that it seems like if you get hit 2-3 times it usually can start to snowball into 5-6-7 times and you're dead. Just use counter kill and throwing knives and make sure to keep 2 alive at a time and you won't have any trouble.

The problem isn't that its difficult... I can take on 12 at a time.
Its just that after I've killed so many the others start to run away from fear.. making me start over again :(

the way i did it was to go to any of the cities main entrance and towards the left side you will find around 20 guards lined up in rows, provoke 1 of them and then start to run a bit towards the entrance, the 20 guards will chase after you and one you get close to the entrance, the 4 guards stopping you entering the city will be alerted and will start fighting, also a few more random guards on the road will also join the fight
from this point just counter them one by one, if you feel like you did not kill 25, just use the method of leaving a few alive

I got my Eagle's Challenge while riding the countryside. I would ride past a group of soldiers, then past another until I had about 15 to 20 chasing me. After that, I got off my horse in the open and fought those soldiers until more showed up to help the others.

This is what I'm going to try. I've also found how easy it is to break out of a group of soldiers and run in circles while your health regenerates if you get in a bind. You won't lose the red status and it might take a few minutes, but you can get yourself back to full health.

This worked for me, I went to Jerusalem's gates to do it. Make sure you leave at least three alive otherwise they do run off. Having said that, I've had three run off crying before. Just make sure you run back and forth and more guards will join in, just not too fast, otherwise they lose you and you have to start again.
Good luck!

This is how I did mine (except I was on foot and not a horse when I ran past them) and it works really well. Often times you can find several guards walking around in sequence in the Kingdom and if you just get a couple groups of them chasing you and stop near another encampment to fight them, you will get this one easy.

I was also having the problem of the guards running away, so I just made sure I took my time to kill them. I had 5 guards on me at one point and killed one, then blocked for a bit, killed the other, ran around to gather more, rinse repeat. I spent a lot of time blocking to keep guards from running away.

Just make sure you keep at least 2 alive and keep backing away until other guards join the fun. Keep doing that until it unlocks.

I just ran around with two guards alive after killing the extra that came until it popped up.
Another good place to do it is when you go after the last assassination with the templars.

I got this one almost accidently. Dunno what city it was in. :(
Ran off from some guards that were chasing me, more and more added. Then I ran over some small bridge with a flag and a wall in the end. I climbed up, but when jumping down on the other side I died. After loading the flag-autosave, I was up against that wall with the whole bridge behind me filled with guards. And because the bridge was so small, only 3 could attack me at a time.
So I thought "Why not do the achievement?" and started slaughtering and got it.

I got this during the story during the mission where you have to kill Robert de Sable. It was on the bit where you have to kill all of the guards before you challenge him.
