The Chin Up Exec. is done with a flaming 2x4.
I can't say much for the safes except go check back in Little Italy since most newbies didn't know how to crack safes or didn't have dynamite at that time.

To find the safes open the map, hit X and then the RT, and look at the details on each business to see if the safe was cracked or not.

Try looking in the unlicensed doctors buildings, they all have safes in.
