If you accept the "shoot em in the head quest" BEFORE you do "Tenpenny tower" is it even possible to get the latter quest, as speaking to tenpenny doesn't give me an option to help with the ghoul problem?

actually, you dont speak to tenpenny, you speak to the caption guy who lets you in
